Construction and Infrastructure Practice Leader, EMEA, Aon

Jon Chapman is a senior insurance leader with more than 26 years’ experience advising on complex construction and infrastructure risk across global markets. He leads Aon’s Construction and Infrastructure Practice for the EMEA region, overseeing a team of more than 250 specialists and managing between USD 1 billion and USD 1.5 billion in premium placed into insurance markets each year.

 

Throughout his career, Jon has focused on large‑scale, technically demanding projects where resilient physical infrastructure, disciplined risk allocation and dependable risk transfer are critical to successful delivery. He has deep expertise in Public‑Private Partnerships (PFI/PPP), with a particular emphasis on structuring bankable insurance solutions that support financing, lifecycle performance and long‑term asset resilience.

 

Jon brings a strong understanding of lender and investor requirements, concession‑based risk allocation and the interaction between insurance, financing and operational performance over the life of an asset. His work consistently bridges early‑stage development, construction delivery and long‑term operation—helping clients align insurance strategies with evolving project, operational and digital infrastructure needs.

 

His experience spans the full spectrum of heavy civil engineering, including tunnels, high‑speed rail, light rail and metro systems, highways and major bridges. He is accustomed to navigating complex risk environments involving ground conditions, intricate engineering interfaces, schedule and cost pressures, and long‑term operational considerations. This breadth gives him a practical perspective on how risk evolves as projects scale and transition from build to operation.

 

Jon is responsible for EMEA regional strategy, capability development and the consistent delivery of insight and value to construction and infrastructure clients across markets. He leads multidisciplinary teams across broking, advisory, analytics and claims, and works closely with Aon’s wider infrastructure, digital and specialist risk communities to bring innovation and best practice into client programs. Under his leadership, the practice plays a key role in connecting clients with specialist markets and capacity while responding to market volatility, changing coverage terms and the growing intersection of physical and digital risk.

 

Known for combining deep technical insurance expertise with a pragmatic, commercially focused approach, Jon is a trusted adviser to sponsors, contractors, lenders and investors. He is frequently engaged on major bids, financial closes, portfolio reviews and strategic risk discussions for some of the most significant construction and digital infrastructure programs across the EMEA region.

 

As moderator of the Emerging Risk and Insurance Coverage panel at Datacloud Cannes, Jon brings a grounded, market‑informed perspective on how insurance can support investment, innovation and resilience across the digital infrastructure lifecycle—facilitating informed, practical discussion on risk at scale.
